Carlos Neisa is the Senior Monitoring and Evaluation Specialist for the Cacao for Development Project (C4D). He is a Cadastral and Geodesy Engineer with over 20 years of experience in productive and social programs and projects focused on vulnerable populations. He has carried out monitoring, evaluation, and tracking activities with various public institutions and international cooperation organizations. Carlos holds a specialization in Geographic Information Systems and a Master’s degree in Land Use Planning.
