In the early 1960s, Jim Boren, a native Texan and Director of the U.S. Agency for International Development mission in Lima, Peru, persuaded friends in Texas to start a people-to-people program with his friends in Peru. Shortly after, this unique bilateral partnership became the model for Partners of the Americas, and in 1964, the Peru and Texas Chapters were founded.
