Partners of the Americas (Partners) is a Washington, D.C.-based nonprofit that has connected people and organizations across the Western Hemisphere since 1964. Partners implements U.S. government-funded labor and development programs throughout Latin America, including work on labor law enforcement, child and forced labor, and export-sector working conditions.
Position Summary
Partners of the Americas seeks a Project Director -U.S. Department of Labor / Bureau of International Labor Affairs (ILAB) – Western Hemisphere Regional Project- to provide overall leadership and management of an anticipated multi-country technical assistance project supporting the implementation of labor commitments in U.S. trade arrangements. This includes free trade agreements and Agreements on Reciprocal Trade (ARTs) across Ecuador, El Salvador, and Guatemala. The Project Director holds overall responsibility for project strategy, technical quality, financial and operational management, and results. This position may be based in Ecuador, El Salvador, or Guatemala. The project is anticipated to be multi-year.
Qualifications
- Minimum of ten (10) years of professional experience in project management and managing operational and administrative duties for USG-funded projects or other donor-funded projects of similar complexity.
- Knowledgeable about labor law and labor relations in one or more of the target countries (Ecuador, El Salvador, Guatemala), and about labor provisions in U.S. trade arrangements, including free trade agreements and Agreements on Reciprocal Trade (ARTs).
- Demonstrated technical experience in labor programming, preferably in Ecuador, El Salvador, and/or Guatemala, or elsewhere in the Latin America and Caribbean region.
- Proven experience establishing and maintaining systems for managing project operations, including overseeing the preparation and submission of project deliverables, stakeholder and risk management processes, cost and schedule controls, and sustainability planning and implementation.
- Demonstrated experience using adaptive management, evidence, and innovation approaches to lead USG-funded projects or other donor-funded projects of similar complexity.
- Proven success in building and maintaining working relationships with all project stakeholders; engaging in coalition building; and empowering stakeholders to take ownership of key project outcomes for post-project sustainability of progress.
- Experience managing multi-country teams and coordinating across country-level deputies preferred.
- Strong facilitation, communication, collaboration, and leadership skills.
- Oral and written fluency in Spanish required.
- Oral and written proficiency in English required.
