Project Overview
Leveling the Playing Field for American Workers in U.S.–Mexico Trade (CUMPLE) is an international technical cooperation project funded by the United States Department of Labor (USDOL/ILAB) and led by Partners of the Americas. The project aims to strengthen the Mexican labor justice system at the state level through a tripartite model that brings together labor authorities, employers, and unions.
Through various integrated activities—including technological platforms, training for labor stakeholders, open data, and union exchanges—the project supports the full implementation of Mexico’s 2019 Labor Reform and compliance with the labor commitments of the USMCA in priority states with high integration into bilateral Mexico–United States trade.
Consultancy Summary
The CUMPLE Project is seeking a Senior IT Project Management Consultant to provide specialized support for the planning, coordination, implementation, and monitoring of the project’s technology initiatives.
The consultant will support the comprehensive management of technology projects, including planning and monitoring schedules, milestones, and deliverables; coordinating technical teams and institutional stakeholders; managing risks and dependencies; monitoring development, integration, testing, and implementation processes; and providing timely communication on project progress, challenges, and required actions.
The consultancy requires senior-level experience in technology project management, demonstrated experience working on international, regional, or international cooperation projects, and the ability to coordinate multidisciplinary teams, service providers, and institutional counterparts.
Key Responsibilities
IT Project Planning and Management
Develop, update, and monitor project plans, implementation schedules, milestones, priorities, deliverables, and dependencies.
Technical Team Coordination
Coordinate multidisciplinary teams, consultants, service providers, and other stakeholders involved in the development and implementation of technology solutions.
Institutional Coordination
Facilitate communication and coordination among Partners of the Americas, technical teams, service providers, and institutional counterparts, drawing on experience managing international and multi-stakeholder projects.
Deliverables and Milestone Monitoring
Monitor the timely completion and quality of project deliverables and milestones, identify potential delays, and recommend corrective actions.
Risk and Dependency Management
Identify, document, monitor, and support the mitigation of technical, operational, and institutional risks and dependencies that may affect implementation.
Development and Integration Coordination
Monitor system development processes, APIs, Web Services, integrations, and other technology components.
Testing and Quality Control
Coordinate and monitor testing, validation, issue tracking, corrections, and acceptance processes for technology products.
Implementation and Deployment
Coordinate activities associated with the deployment, implementation, and transition of technology solutions into operation.
Stakeholder Management
Maintain effective communication with relevant stakeholders, document agreements, decisions, and action items, and monitor their implementation.
Monitoring and Reporting
Prepare periodic reports on project progress, milestones achieved, risks, dependencies, issues, and required actions.
Change Management
Support the assessment and coordination of changes to scope, requirements, priorities, schedules, or technical plans and analyze their potential impact on implementation.
Documentation
Maintain organized and up-to-date documentation relevant to the management and implementation of technology projects.
The consultant will submit a monthly report documenting activities performed and the corresponding supporting documentation.
Required Qualifications
- Minimum of seven (7) years of professional experience, including progressive experience in project or program management.
- Demonstrated experience managing complex technology projects, including planning and monitoring schedules, milestones, deliverables, risks, and quality.
- Demonstrated experience managing international, regional, or international cooperation projects.
- Experience coordinating multidisciplinary teams and multiple stakeholders.
- Experience working with service providers, technical teams, and/or public institutions in project implementation.
- Knowledge of and experience with project management methodologies such as Agile, Scrum, Waterfall, or hybrid approaches.
- Ability to prepare and present executive and technical reports on project progress, risks, issues, and deliverables.
- Advanced proficiency in spoken and written English and Spanish.
- Availability to travel within Mexico as required by project activities.
Preferred Qualifications
The following qualifications will be considered an asset:
- Experience in digital transformation, GovTech, technology platforms, information systems, artificial intelligence, or other emerging technologies.
- Experience with projects funded by international organizations, international cooperation agencies, or the U.S. Government.
- Experience working with the Mexican public sector.
- Project management certifications or specialized training, such as PMP, Scrum, Agile, PM4R, or equivalent.
- Graduate studies or specialized training in Information Technology, Project Management, Business Administration, Public Policy, or related fields.
