How will applications be evaluated?

Applications will be evaluated by by a group of volunteers who apply and are selected by the Education and Culture team. All volunteers are trained about the program, expectations, and review criteria. Please review the Request for Applications (RFAs) on the hompage listed above, which describe the same review criteria shared with reviewers.

How do I apply for the UEI number?

You can learn more about UEI numbers here. If you need support after reviewing these resources, as a Chapter or premium organizational member, you can reach out to membership@lightgoldenrodyellow-caterpillar-563328.hostingersite.com.

Can legal organizations in other countries get UEIs?

Yes. UEIs are open to organizations across the world.

I am a member and not sure if I’m considered Premium member. How can I check?

You can log onto Partners Connect and check your status. If you need support on the status of your membership, you can reach out to membership@lightgoldenrodyellow-caterpillar-563328.hostingersite.com.

Is there an ideal ratio of the cost-share requirement?

The required amount of cost share is 1:1. The amount requested must be equal to the amount in cost share.

Should the UEI be of the Chapter or of my organization (which is a member of the chapter)?

If your organization is a premium organizational member of the Chapter, they can apply as the organization. If they are not, in order to become one, you should become one or apply through your Chapter.
a Unique Entity Identifier (UEI) is a 12-character numeric code that identifies businesses that are eligible for federal grants, awards, and contracts.

Are the timelines for Education and Culture Program funding the same each year?

The timelines for open applications and awards may change each year. This is dependent on our own award timeline. The goal is to make the timelines of opportunities consistent each year, however Partners cannot guarantee future competition timelines.

Would you (Partners of the Americas) be willing to give a virtual meeting to review our ideas and proposal before we submit?

In order to ensure fairness to all applicants, Partners of the Americas staff cannot provide feedback to applicants before submission. Please review and share the resources, available on the funding websites, listed at the top on this page.

Awardees

When will funds be disbursed?

Funding will be disbursed based on mutually agreed upon timelines between the awardees and Partners of the Americas. This will include 3-4 milestones across the span of the award.

Are there opportunities to connect with other awardees?

Yes! Our mission is to connect, serve, and change lives. There will be opportunities to connect with fellow awardees to foster networking and knowledge sharing. Awardees will also be encouraged to share their stories and connect with future applicants.

Do awardees need to submit progress or final reports?

Yes. All awardees will need to submit 2-3 progress reports (based on the length of their award) describing activities and cost share from that reporting period. The final report will describe the entire project and its impact. Guidance and support will be provided to all awardees.

Do we need to document cost share?

Awardees will not need to submit documentation for expenses paid for by Partners funding, however they will be expected to follow all funding guidelines regarding allowable expenses.

All awardees will need to document cost share, so make sure to submit a reasonable amount that at least matches the amount requested. Cost share can include volunteer time, space that is donated, food that is donated, funding from other non-US government donors, and more. Awardees will be provided more guidance on how to document cost share.

Cost share is important in demonstrating the support and full value of your project or exchange. It is necessary for Partners to report this value and it is helpful for awardees as well to demonstrate the capacity to pull together resources and support for programs.

Group Exchange Facilitation Funding

How much of the plans would need to be in place before applying for funding?

It can be difficult to confirm appointments and plans so far in advance and before confirmed funding. It is not expected that agendas will go exactly as planned. It is expected, however, that only legitimate and realistic potential activities be proposed. Agendas and partnerships must demonstrate how the exchange is in line with the goals. Choose activities and partners with whom you already have contact and the capacity to work with.

When is the time period for travel?

Applicants may choose anytime starting January 2, 2026 and ending March 22, 2026, with the award ending by March 31, 2026. Final dates will be confirmed between the awardees and Partners of the Americas.

Is it possible to have multiple trips at different times?

You may have multiple international travels – for example 4 people travel in one month and 5 people travel the next month – but each individual can only travel once under this award.

Does the awardee need to be the host? Or can the awardee facilitate the travel somewhere else?

The awardee can be different from the host community, however they must demonstrate strong relationships with the host community. Exchange participant selection will be open. Awardees cannot plan specific people to participate.

Can the awardee select the exchange participants?

Partners will facilitate an open competition for exchange participants. Awardees can restrict participant eligibility to certain professional fields/countries, but it must be in line with the goals of the exchange and justified in the EOI. One individual from each awarded entity will support the review process, but share any conflicts of interest. They must review based on the criteria provided.

Can the Group Exchange Facilitation Funding fund travel to the What Works conference?

Yes, funding may fund travel to the What Works conference if it is in the same timeline as the Group Exchange Facilitation Funding, however there must be additional activities in the exchange agenda. Make sure to review all details in the Request for Applications (RFA).

Exchange Participants

Do participants need to be citizens of the countries in which they live?

Yes, exchange participants will need to be citizens of the countries in which they reside.

Do the people who are selected for the exchange need to speak English?

Participants on exchanges to the United States will need to have an intermediate level of English.
More information about participant eligibility will be released later this year when the competition opens.

When will individual travel grants become available to apply for?

Check the website here for the latestinformation.

Are people in the exchange group expected to be a member or join a chapter or become an individual member?

Eligibility requirements for participation will be announced when the opportunity is open. The idea is that as folks participate in exchanges, become part of the Partners network and continue to connect with Chapters and members post-exchange to build sustainable partnerships, foster mutual understanding, and share experiences.

Can we encourage people to apply for the exchange? What is that process?

When the opportunity for exchange participants is launched, all will be encouraged to share. The launch will be published via social media and email blasts, as well as other channels.

It will be an open competition. Participants will be selected based on a rubric and by a panel of reviewers. Exchange facilitators cannot choose exchange participants outside of this process.
