Angela Marcela Zuluaga

Marcela Zuluaga is the Senior Director of Monitoring and Evaluation for the Cacao for Development Project (C4D). She is responsible for leading the strategy for information management and analysis, monitoring indicators, and identifying best practices and lessons learned. Marcela has over 20 years of experience leading strategic planning, monitoring and evaluation, research, and knowledge management processes for projects aimed at vulnerable populations, migrants, and ethnic groups, funded by USAID, the United Nations, the Colombian Government, and other international cooperation actors. She holds a degree in Industrial Engineering from the University of Los Andes, a specialization in Social Policy from Javeriana University, and a Master’s degree in Local and Regional Development from the Institute of Social Studies (ISS) at Erasmus University Rotterdam in the Netherlands.
